MCIRA BASKETBALL RULES & REGULATIONS

GENERAL REGULATIONS

1.1  All participating companies shall be current MCIRA Members.

1.2  MCIRA member companies can only combine teams if:

a.       Neither MCIRA member company has a men's/women's team already participating in

      the league.

             b.  A maximum of 2 MCIRA companies can only combine to make a team.

                       1.  Separate rosters are required.

                       2.  Each company’s personnel dept. or MCIRA Rep must sign each roster

 

1.3 Rosters are required:

a.       At any time during the first 8 weeks of the season a team may  add players to their

      roster.  For this purpose a "Roster Addition Participation Waiver Form" was provided.         

b.       To fulfill the obligations of the "Team Roster Participation Form/Roster Addition Participation Waiver

      Form" each team captain must:

                      1.  Witness that each player has read the waiver in its entirety.

                      2.  Witnessed that each player has signed the form directly across from his/her printed/typed name.

3.       IMPORTANT:  In the presence of a notary public each team captain must indicate his/her

     company, print names and sign the form.

4.       The notary public must include the date, month, and year of which he/she witnessed the

      Fulfillment of the "Team Roster Participation Waiver Form/Roster Addition Participation Waiver

      Form."  The notary is to also include his/her signature and official seal.

                      5.  Each team waiver is to be signed by the personnel department or MCIRA Company Rep.

1.4    A Waiver Participation form must be on file at the MCIRA Office for an individual to be eligible to

       participate.

 

PLAYER ELIGIBILITY

2.1    Employees must be continuously employed by the MCIRA member company for the complete basketball

       season (including any playoffs) for a minimum of 20 hours per week.

2.2  Ineligible Players

a.       No "Contractors" or "Suppliers" in any company are eligible to compete in any league games.  This includes

      any MCIRA league suspended players.

     b.   Any player who, during the course of the season, is no longer employed by the company.

           (i.e. permanent layoffs, termination)

     c.   If a team were found guilty of using an ineligible player/players, that team would thus forfeit that particular game. 

      That team would also lose all rights for any playoffs and/or divisional trophies.

     d.   A PLAYER WHO FAILS TO COMPLY WITH THE MCIRA PARTICIPANT WAIVER REQUIREMENTS.

2.3  The minimum age requirement to participate in MCIRA Basketball is 18 years of age.

2.4  Players may only play on the team they originally join.

Standings

3.1    Standings are computed on the best win/loss record. Standings will be available on MCIRA’s web site.

3.2 League Championship: The championship in all leagues is determined by the best win/loss record during   

      the regular season.  In the event of a two or more way tie for 1st place, the best win/loss record between the

      tied teams during the regular season will determine the champion.  A split of the regular season games

      between the tied teams would result in co-champions.  The League Director shall rule on any additional tie

      breaking possibilities.

 

COMPETITION RULES

 

3.3A  Teams will allowed to start a game with only 4 players.  Also see rule #3.3B.

 

3.3B  This rule ONLY applies to a team who, at the start of a game, has 6 players or less.  If a player receives a

          5th personal foul and any additional fouls thereafter, with NO SUBSTITUTES AVAILABLE, the player may

          then stay in the game at the expense of a technical foul shot by the opposing team.  If a substitute is

          available at any given time, the player with 5 fouls must leave the game.  After the foul shot, the team

          which just shot the foul shot will resume play with possession of the ball.

 

3.4    The designated clock will be scheduled as follows: 16-min. halves - stop clock.  Overtime play - 3 min.

        Each team will be allotted two time-outs per half.  In overtime, each team is allotted an additional time-out.

 

3.5  High School rules will be followed with the exception being MCIRA rules.

 

3.6  Awards: Team trophies to 1st place team in each division.

       Team trophies also awarded to the overall play-off champion and overall play-off runner-up.  The overall

       Play-off champion will receive a maximum of 15 individual awards. 

 

3.7. Teams are REQUIRED to wear company games shirts with numbers.

 

3.8    Any player who is ejected from a game twice during the course of the season, will receive a one (1) game

       suspension.  A player who is ejected from a game three times during the course of the season will be

       suspended for the remainder of the season.

 

3.9    PLAYOFFS:  Every team who participates in Basketball will qualify for the playoffs. 

       Playoffs scheduled by the League Director.

 

3.10 In order to qualify to participate in the playoffs, a player must have played in at least (3) regular season games.

 

GAME ARRANGEMENTS/REGULATIONS

4.1  The facilities require that there be no smoking and/or alcohol in any school or hospital facility.

       Coaches, players, and spectators are included.  Also, please leave the facilities as clean when you leave as

       they were when you arrived.

4.2    Violence will not be permitted in a game.  Automatic suspension will result from the game if a fight is 

       determined by the referee. Foul and abusive language will not be tolerated.

4.3  A supervisor, scorekeeper, timekeeper, officials, and game ball are provided by the league.

4.4   All games shall be played as scheduled.

4.5    All games will be played at the facility and time designated.  A ten-minute allowance is made for lateness.

A forfeit of the game would then result due to tight scheduling.

4.6    Any team forfeiting two games will be dropped.

 

4.7    Protest:  In order to file a legal protest, a team must immediately indicate its intent to the referees, supervisors,

       and opposing team manager.  NOTE:  All interested parties shall take notice of the conditions surrounding the

       making of the protest which will aid in the correct determination of the issue.  The next step would then be to

       submit the protest IN WRITING to the MCIRA office within 48 hours of the altercation.  All protests must be

       accompanied with a $20.00 protest fee.

4.8    Snow-outs:  In the event of a possible snow cancellation, team managers are REQUIRED to call the

       MCIRA office after 1:00 p.m.  The telephone number is 908-362-7005. 

4.9    In the event of a gym closing due to snow or any other reason, games will be rescheduled by the league

       Director.

4.10  It is the responsibility of each team captain to notify his/her team of the rules and regulations, which govern play.

 

It is essential that all teams participating in MCIRA Basketball adhere to the following:

 

1.   ALCOHOLIC BEVERAGES ARE NOT PERMITTED ON THE FACILITY PROPERTY.  

      This includes spectators as well as players.

2.   NO SMOKING PERMITTED.  This includes spectators as well as players.

3.       NO FOOD OR BEVERAGES ARE PERMITTED ON THE FACILITY PROPERTY.  This includes spectators as

      well as players.

4.  Use only the authorized entrances and exits.

5.  Remain in the designated area (locker room, gym.)  Wandering around the hallways and other rooms is prohibited.

6.  No hard sole shoes while on the gymnasium floor.  This includes all spectators as well as players.

7.  While utilizing the gymnasium, locker rooms and lavatories, conduct yourself accordingly.

8.  Players and spectators must honor the directions given by the game supervisors and custodial personnel on duty.

 

Violation of any of these rules will result in the following:

1.  Forfeiture of the game being played.

2.  Dismissal from the MCIRA League.

3.  Sponsoring company subject to dollar damage liability.

4.  Loss of facilities.

 

DIRECTIONS TO BASKETBALL FACILITIES

(All Directions start at Rt. 287 South from Rt. 80)

Piccatinny Arsenal

 From Rt. 287 take Rt. 80 west to Rt. 15 north (Sparta).  Once off exit look for sign for Picatinny Arsenal (on right, just past Gas station).  Enter Picatinny Arsenal through main gate and you will be on Parker road.  At the first light turn right onto Bott road.  Then turn right onto Main road.  Once on Main road turn right onto Schrader road.  Continue on Schrader around the little league baseball field then turn left onto Black Swamp road.  Fitness Center (gym) is building 3150.

 

MORRISTOWN BEARD SCHOOL - Whippany Road
DIRECTIONS: From Rt. 287, take Morris Ave. exit (Morristown) Make left at first traffic light onto Ridgedale Ave. Continue to stop sign. Turn left onto Morris Ave. Continue on Morris Ave. to fork in road. Bear left at fork onto Whippany Road. Continue on Whippany Road through the first traffic light and approximately 1/2 mile the entrance to Morristown Beard School will be on your left. Once you enter the driveway for Morristown Beard School you bear left and you will come to a stop sign. Turn right at the stop sign and you will proceed along the perimeter of the school. Once you go around the school you will come to the gymnasium on your right. There is parking adjacent to the gymnasium.

note: You could also get to the school via Rt. 10 and turn onto Whippany Road, or from Hanover Avenue you could turn onto Whippany Road.
