2006 INDOOR SOCCER REGULATIONS

GENERAL REGULATIONS

 

1.1 All participating companies shall be current MCIRA members.

1.2 MCIRA member companies can only combine teams if:

       A.  Neither MCIRA Member Company has a team already participating in the league.

       B.  A maximum of two MCIRA companies can only combine to make a team.

              1.  Separate rosters are required. 

              2.  Each company’s personal department or MCIRA must sign each roster

                   Representative.

1.3 Rosters are required: Each team must complete/submit a waiver form. This form will also act as a

       Team’s official (eligible players) roster.  To fulfill the obligations of the "Team

       Roster Participation Waiver Form/Roster Addition Participation Waiver Form" each team

       captain must:

       a.) Witnessed that each player has read the waiver in its entirety.

       b.) Witnessed that each player has signed the form directly across from his/her 

                printed/typed name.

       c.) IMPORTANT:  IN THE PRESENCE OF A NOTARY PUBLIC each team captain

                must indicated his/her company, print name and sign the form.

       d.) The notary public must include the date, month and year of which he/she witnessed

                the fulfillment of the "Team Roster Participation Waiver Form."  The notary is to also

                include his/her signature and official seal.

        e.) Each team waiver is to be signed by the personnel department or MCIRA Rep.

1.4 A Participant Waiver form must be on file at the MCIRA office for an individual to be eligible

       to play.

 

PLAYER ELIGIBILITY

2.1 Employees must be continuously employed by the MCIRA member company for the

       Complete soccer season for a minimum of 12 hours per week.

2.2 INELIGIBLE PLAYERS

     A.  No "Contractors” or "Suppliers” in any company are eligible to compete in any league

          games.

     B.  A Player who fails to comply with the MCIRA Participant Waiver Requirement.

     C.  If a team is found guilty of using an ineligible player/players that team would thus forfeit

           That particular game.

2.3 The minimum age requirement to participate in MCIRA soccer is 18 years of age.

2.4 During the season a player may only play on the team they originally join.

3.3 AWARDS: A team plaque is awarded to the first place teams in each division, as well as the playoff championship team. 

MATCH ARRANGEMENTS

4.1  All matches shall be played as scheduled: In the event of a snow out postponement, each team

       Manager is required to contact the MCIRA office prior to 3:00pm for all weekday games.

4.2 All weekday games will start at 5:30pm, 6:30pm, and 7:30pm at Turf City.  At Indoor Sports there

      will be one match at 9:00pm on Tuesdays and on Thursdays matches are at 6:00pm and 7:00pm.

       Teams should arrive for a match at least 10 minutes before game time.  A 10-minute grace period will

       be  allowed for late arriving teams, however once a team has a minimum of 5 players the match will

       start.  In the event a match would not start promptly as scheduled then the time lost will be subtracted

       from each halve.  Example: If the full grace period of 10 minutes is used before a match would

      actually start then 5 minutes will taken off of each halve.  Any team without the minimum number of

      players after the grace period will forfeit the match.

4.3 One referee will be scheduled per match.

4.4 Game shirts with numbers are required.

4.5 In the event of two teams having the same color there will be pinnies available at the front desk of the 

      Turf City for the home team to wear.   The referee assigned to Indoor Sports will have pinnies. 

      The home team is the 2nd named team on the schedule.

4.6 Each team must provide a complete first aid kit.

4.7. The size of the ball will be a #5 outdoor ball.  The home team is responsible for supplying a legal ball. 

4.8 Each team is to present to the referee a copy of the team roster.  Each player must also

      show the scorekeeper his/her company identification. A person unable to prove company identity will

      be allowed to play provided he/she gives in writing his/her full name to the scorekeeper. 

      Subsequently, within 48 hours - identity and eligibility must provided in person, to the MCIRA office. 

      Failure to do so will result in a game forfeit. The referee will include in the game report full details of

      any player who fails to provide the required Identification.  Opposing teams who challenge a team's

      player/players eligibility must do so at the assigned game and present their challenge at the MCIRA

      office in person within 48 hours of the challenge. Failure to do so will result in no challenge.  Proper

      identification will be provided through MCIRA.  All challenges regarding a player/players eligibility

      must be done prior to the start of a match MCIRA.  All challenges regarding a player/players

     eligibility must be done prior to the start of a match or in the case of a late arriving player, prior to the

     player entering the game.

 

5. 1 Protest and Disciplinary Actions: In order to file protest, a team must immediately indicate its intent

       to the referee present at the game. The next step would then be to submit the protest in writing to the

      MCIRA office within 48 hours of the altercation.  All protests must be accompanied with a $20.00

      protest fee.  The protest fee will be returned in the mail if the protest is upheld. The Soccer Committee and the

      League Director will handle all protests.  The assigned referee must also include a report on any protest.

5.2  Player Conduct: Any player or manager who is cautioned (yellow card) or ejected (red card) 

       must give his/her full name when requested to do so by the referee.  Failure to comply with this 

       requirement will result in the forfeiture of the game by the offending player or manager.  The referee

       will write in the game report full details of all cautions and ejection’s.  Any player receiving a red

       card will be suspended for a Minimum of one match.  Any altercation regarding a player/players 

       conduct will entail a review by the Soccer Committee, which will issue any further disciplinary

       action necessary.  Special situations would call for a letter to Company Personnel informing them of

       the player/player conduct while representing his/her company on the field.

6.1 Standings will be available on MCIRA’s web site www.MCIRA.com.

From South, East or West:   Take either Route 46 or Rt. 80 to Route 23 North.  Once on Rt.23 north go 1.8 miles and on your right take the Newark-Pompton Tpk. Overpass. This overpass will cross over Rt.23 and you must take second right onto Old Newark-Pompton Tpk. And then two real quick lefts will take you into Turf Cities parking lot. They share the property with the Burger King on the Route 23 south side in Wayne.

 

If traveling on Rt. 80 East, you will need to exit at Minnisink Rd. and then make a left to U-Turn for 80 West. Then follow 80 West to Rt. 23 North: Then same as above.

Alternate Directions from Parsippany:  Take 287 Nouth to Route 23 South. Take 23 South about 5 miles, make right hand turn into Burger King parking lot and facility will be on your right side.

 

DIRECTIONS TO INDOOR  SPORTS PAVILION

From Rt. 80 west to Rt. 287 south to Rt. 10 west.

 

Option #1  Exit from Rt. 10 west (500 yards from Hilton Hotel) to Rt. 202 south (Morristown).  Rake Rt. 202 south (approx. 1.7 miles) to West Hanover Ave. (Texaco/Shell station at corner).  Turn right onto Hanover Avenue, it ultimately becomes West Hanover Ave..  Take West Hanover Avenue to end (approx. 4.7 miles).  Indoor Sports Pavilion will be on the left (approx. 300 yards before the end of West Hanover Ave..

Option #2   Take Rt. 10 west (approx. 8 miles from rt. 287) to Millbrook Ave. (approx. 1 mile past McDonalds & Kmart shopping center on right).  Follow Millbrook Ave. south jug handle and cross over Rt. 10 (Dunkin Donuts on your left).  Take Millbrook Ave. to the end (approx. 3 miles). At traffic light turn left onto Sussex Turnpike.  Make first left turn on West Hanover Ave.  Indoor Sports Pavilion will be on your right (approx. 300 yards).

COMPETITION RULES

 

 Scoring for regular season games: 2 points for a win; 1 point for a tie; 0 points for a loss; forfeit 2 

 points, but no goals. 

 

In the event of a tie in team standings, the goal average will be used to determine final standings.  

The method to compute the goal average is: Goals Scored minus Goals Against divided by Number of

Games Played. The maximum number of goals scored in a match (that will count in the

standings) shall not exceed a goals scored/against spread of 7 goals.  Example: A 7-0 score

would count into the standings.  A match score of 8-0, only 7 goals scored/against  would count

towards the standings.

 

Two 25-minute halves will be played in all matches.  All matches will have 2 minute intermissions. (Also see regulation # 4.2).

       

SUBSTITUTIONS: Unlimited and on the fly.   The goalkeeper can only be substituted for during a dead ball.

 

Under FIFA rules all players are required to wear shin guards.  Failure to do so is in direct violation of the laws of the game.

 

Instead of throw-ins there will be kick-ins, corner kicks, and free kicks.  Goalkeepers can throw in the ball, however the ball must land before the mid field line.  The goalkeeper has five seconds after the referee signals to get the ball into play or the ball goes to the other team.

 

There will be NO SLIDE TACKLING ALLOWED.  Any player leaving his/her feet in such a manner to either trip or tackle will immediately be red carded.

 

BLUE CARDS:  If a player(s) would receive a blue card, he/she will sit out for 2 minutes.  The team whose player(s) receives the blue card will play short for the 2 minute infraction.  Examples:  A player could receive a blue card for the following reason(s):

1.          A player intentionally/unintentionally pushes or causes a player to hit/fall into the wall.

2.          Unsportsmanlike conduct.

 

It is the responsibility of each team captain to be aware of all the rules and regulations applicable to

the MCIRA Indoor Soccer League and to advise his/her team members accordingly.

 

Dead Ball Area:  All ball is always in play unless the ball would be kicked in the net area above playing field, a ball is kicked and hits the ceiling, if a ball would go out of play in the area where there is no glass.  The result of a dead ball is an indirect kick at the spot where the ball went out of play.  Referees judgement.
