2002 MCIRA SOCCER RULES & REGULATIONS

 

GENERAL REGULATIONS

1.1 All participating companies shall be current MCIRA members.

1.2 MCIRA member companies can only combine teams if:

  • A. Neither MCIRA Member Company has a team already participating in the league.

    B. A maximum of two MCIRA companies can only combine to make a team.

  • 1. Separate rosters are required.

    2. Each company’s personal department or MCIRA Representative must sign each roster.

  • 1.3 Rosters are required: Each team must complete/submit a waiver form. This form will also act as a Team’s official (eligible players) roster. To fulfill the obligations of the "Team Roster Participation Waiver Form/Roster Addition Participation Waiver Form" each team captain must:

  • a.) Witnessed that each player has read the waiver in its entirety.

    b.) Witnessed that each player has signed the form directly across from his/her printed/typed name.

    c.) IMPORTANT: IN THE PRESENCE OF A NOTARY PUBLIC each team captain must indicated his/her company, print name and sign the form.

    d.) The notary public must include the date, month and year of which he/she witnessed the fulfillment of the "Team Roster Participation Waiver Form." The notary is to also include his/her signature and official seal.

    e.) Each team waiver is to be signed by the personnel department or MCIRA Rep.

  • 1.4 A participant Waiver form must be on file at the MCIRA office for an individual to be eligible to play.

    PLAYER ELIGIBILITY

    2.1 Employees must be continuously employed by the MCIRA member company for the complete soccer season (including any playoffs) for a minimum of 12 hours per week.

    2.2 INELIGIBLE PLAYERS

  • A. No "Contractors" or "Suppliers" in any company are eligible to compete in any league games.

    B. A Player who fails to comply with the MCIRA Participant Waiver Requirement.

    C. If a team is found guilty of using an ineligible player/players that team would thus forfeit that particular game.

  • 2.3 The minimum age requirement to participate in MCIRA soccer is 18 years of age.

    2.4 During any season player may only play on the team they originally join.

    2.5 To be eligible for playoff games, a player must play in two matches during the regular season.

    COMPETITION RULES

    3.1 Scoring for regular season games: 2 points for a win; 1 point for a tie; 0 points for a loss; forfeit 2 points, but no goals. In playoff matches, in the event of a tie after regular play, there will be 2 ten minute overtime periods played. No score would result in a shoot out.

    3.2 In the event of a tie in team standings, the goal average will be used to determine final standings. The method to compute the goal average is: Goals Scored minus Goals Against divided by Number of Games Played. The maximum number of goals scored in a match (that will count in the standings) shall not exceed a goals scored/against spread of 7 goals. Example: A 7-0 score would count into the standings. A match score of 8-0, only 7 goals scored/against would count towards the standings.

    3.3 AWARDS: Team plaques awarded to the first place teams in each division. The overall playoff winner will receive a team trophy plus a maximum of 15 individual trophies. The playoff runner-up will receive a team trophy.

    3.4 2002 PLAYOFF QUALIFIERS: To be determined by the league Director.

    MATCH ARRANGEMENTS AND RULES

    4.1 All matches shall be played as scheduled: In the event of a rain postponement, each team manager is required to contact MCIRA and the opposing team prior to 3:00p.m. for weekday games. The assigned referee will determine the playability of Saturday matches.

    4.2 All weekday games will start at 5:15 p.m. unless stated otherwise on the schedule. At Picatinny arsenal there will be matches played under the lights at 6:00pm and 7:30pm on field #1. The league Director will assign Saturday game times. A 15-minute grace period will be allowed to late arriving teams.

    4.3 The MCIRA office will assign referees. One per match.

    4.4 It is required that each team supplies a linesperson to call out of bounds.

    4.5 Game shirts with numbers are required.

    4.6 In the event of two teams having the same color uniforms, it will be the home team’s responsibility

    to supply alternate color tee shirts. The home team is the 2nd named team on the schedule.

    4.7 Each team must provide a complete first aid kit.

    4.8 The ball shall meet FIFA specifications. It is the responsibility of the home team to provide two suitable game balls.

    4.9 Eligibility each player is required to have his/her company picture identification card for each game. Each player present prior to the game must present this card to the assigned referee. A person unable to prove company identity will be allowed to play provided he/she gives in writing his/her full name to the referee. Subsequently, within 48 hours - identity and eligibility must provided in person, to the MCIRA office. Failure to do so will result in a game forfeit. The referee will include in the game report full details of any player who fails to provide the required identification. Opposing teams who challenge a team's player/players eligibility must do so at the assigned game and present their challenge at the MCIRA office in person within 48 hours of the challenge. Failure to do so will result in no challenge. Proper identification will be provided through MCIRA. All challenges regarding a player/players eligibility must be done prior to the start of a match MCIRA. All challenges regarding a player/players eligibility must be done prior to the start of a match or in the case of a late arriving player, prior to the player entering the game.

    4.10 Two 35-minute halves will be played in all matches including playoffs. All matches will have 5 to 10 minute intermissions.

    4.11 SUBSTITUTIONS: Substitutions are unlimited and with the consent of the referee may be made at the following times:

  • A. Prior to a throw-in in your favor.

    B. Prior to a goal kick, by either team.

    C. After a goal, by either team.

    D. At halftime, by either team

    E. After an injury, by either team, when the referee stops play.

  • 4.12 Unless otherwise stated in the MCIRA Soccer rules and regulations all games will be played in accordance with the laws of the game as published by FIFA. It is the responsibility of each team Captain to be aware of all laws, rules and regulations applicable to MCIRA organized Soccer games and to advise his/her team members accordingly.

    4.13 Under FIFA rules all players are required to wear shin guards. Failure to do so is in direct Violation of the laws of the game.

    5.1 Protest and Disciplinary Actions: In order to file protest, a team must immediately indicate its intent to the referee present at the game. The next step would then be to submit the protest in writing to the MCIRA office within 48 hours of the altercation. All protests must be accompanied with a $20.00 protest fee. The protest fee will be returned in the mail if the protest is upheld. All protests during the playoffs must be submitted to the MCIRA office 24 hours after the altercation. The Soccer Committee and the League Director will handle all protests. The assigned referee must also include a report on any protest.

    5.2 Player Conduct: Any player or manager who is cautioned (yellow card) or ejected (red card) must give his/her full name when requested to do so by the referee. Failure to comply with this requirement will result in the forfeiture of the game by the offending player or manager. The referee will write in the game report full details of all cautions and ejection’s. Any player receiving a red card will be suspended for a Minimum of one match. Any altercation regarding a player/players conduct will entail a review by the Soccer Committee, which will issue any further disciplinary action necessary. Special situations would call for a letter to Company Personnel informing them of the player/player conduct while representing his/her company on the field.

    5.3 Standings will be available on MCIRA’s web site www.MCIRA.com.

    5.4 Mixed League Only. A minimum of one female must be on the playing field at all times during the course of a MCIRA league match.
